Hit rating does affect both the resist chance of MC as well as the chance for an early break. It's certainly doable without any +hit gear, but when all you're doing is MCing anyways, your other stats are less than important, and a lot of people want to minimize the chance of an early break or untimely resist that wipes the raid.
Like Riprap said, distance is important. In fact, it's probably more important than +hit gear. Make sure you're relatively close to your MC target at all times. That means that your tanks and off tanks all need to be in the same vicinity, with you in the middle, but spread out enough that it's not too hard to target a student for an MC.
There are plenty of good places to get easy +hit items. The
[Dark Soldier Cape] is available at honored with the Ebon Blade. The
[Robes of Lightning] are from a quest in HoL. The
[Sash of the Wizened Wyrm] is available from the Wyrmrest at honored. And the
[Emeline's Locket] comes from an Icecrown quest (and is great because of the socket and socket bonus - 45 hit rating when socketed with the best gem!). And the
[Flameheart Spell Scalpel] comes from the Kirin Tor at revered. Plus there are food buffs with 40 hit rating. And there's always the
[Scryer's Bloodgem] if you have access to that. It shouldn't be too hard to scrounge up the 158 +hit required to cap out against the students.
