And I am using Judgement and DP on cd but I can't keep up anything over 11k in raids and be mana neutral, and I have under 15% over-healing taking out PotI. Would link some logs but I have not been healing on my pally in the last month so logs aren't there anymore. And BWD/BoT don't think i ever had to do more then 7or8k hps.

What hps are the other healers doing. Is yours comparable?
Hps can drop significantly, once your raid team has mastered the encounter and could actually do it with one less healer.
There is simply not enough to heal then.

Are you healing efficiently? Tanks should be healed with HS, DL, HL, WoG and an occasional FoL where needed. You can help on the raid with HL, WoG and an occasional FoL where needed. Of course the situation will call out for spell usage, but just saying you shouldn't try and cover everything. Healing is a team effort, so make sure to balance assignments.

Do you have a priest popping hymn of hope (I think it's called) and/or a shaman popping mana tide totem?

Pop +spi trinkets as soon as your mana dropped a bit and then everytime on cooldown (you could macro the trinket in a common used spell, so you never forget to pop them)
Pop +int trinkets before divine plea, as plea is based on your total mana. Same goes for arcane torrent when you are a bloodelf. I macro +int trinket + arcane torrent + divine plea.
When you don't have mana issues, you want to pop the +int for more throughput and not necessarily keep it for when you pop divine plea.

Try to heal efficiently, stick to your assignments mostly, manage your trinkets and cooldowns and don't hold back. You should break 11K easily, without having too much mana issues, unless your gear is lacking (can't check armory from work).

When still having mana issues, consider using mystical mana potions as well.

I have potions, don't use FoL at all. And part is healing is a balanced effort but i should be able to pull 13 or 14k for a fight. I can keep up with any other healer just I go oom much sooner which can easily result in a wipe.

Right now in DS im going oom poping DP get back to 70% then oom a minute later

The Armory is saying that your gloves and shoulders are unenchanted, so double check those to make sure things are squared there. If you find yourself having mana issues, you have several potential options:

  • Swap your Revitalizing Shadowspirit Diamond to an Ember Shadowspirit Diamond for more overall mana.

  • Enchant Bracer - Mighty Intellect might be a better choice for a bracer enchant rather than your current Enchant Bracer - Speed. Enchant Bracer - Greater Critical Strike might also work, though if you're having mana issues, I'd advise you away from Enchant Bracer - Greater Speed (see next point).

  • If you still find yourself constantly OOM and want to take a more drastic step, you can try to rebalance your stats to favor crit or mastery over haste. While haste is fantastic for throughput, if you don't have the mana longevity to keep it going then it can easily become more of a hindrance than a help. Crit and mastery both have the potential to increase effective healing without the drawback of requiring a greater mana expenditure to do so, so give them a shot, at least until you get your mana issues sorted out.

Make sure to regen as much as possible throughout the fight.
When you pop DP a first time when you are low on mana, it means you have left it unused for a couple of minutes.
Pop your trinkets (+ arcane torrent) early, like at 90% mana. Use your DP a first time as soon as possible, taking into account 2 factors -1. healing requirements aren't extremely high or other healers can back you up for 9 seconds - 2.you are below 90% mana when you pop it the first time
After that, keep your trinkets and DP on cooldown.

All I read here, is that you are spamming to match the other healer's hps.
It's not a competition.
Healing is about being efficient. Heal your assignment and make sure he/they stay alive, while managing your mana properly.
When you are supposed to heal the tanks, you can be sure, that you won't match hps when comparing to someone who is supposed to spam the raid.
Trying to keep up with raid healers, while being assigned tank healing, means you are casting stuff you don't have to cast, thus using mana which you shouldn't be using.
Compare yourself to healers with the same assignment.
And again, try to heal as a team.

Why does your raid wipe when you run oom? Because the tanks die?
When raid healers can't keep up without you spamming holy radiance, then maybe the problem lays with the usage of raid cooldowns or dps not being fast enough killing stuff.
